The 1978 Oldsmobile Cutlass is a full size car with a large V8 engine. On the front of the engine block is where the engine pulleys are located. The power steering belt is the drive belt also known as a serpentine belt. On the lower front of the engine is a small round pulley called the tension pulley. This pulley is what tightens and loosens the belt when replacing the drive belt. Replacing the the drive belt is not difficult to do as long as you have the correct tools.

Replace Power Steering Belt
Open the hood of the 1978 Oldsmobile Cutlass and allow the engine to completely cool off before proceeding. Locate the small tension pulley on the lower left front of the engine and connect the adjustable wrench to the nut in the center of the tension pulley.
Hold the tension pulley with one hand as you turn the nut in the center of the tension pulley counterclockwise to loosen the pulley, which will give slack in the drive belt. Once the drive belt is lose, pull the drive belt off of all the engine pulleys.
Place the new drive belt on the power steering pulley and guide the belt up to the alternator pulley, down to the crank shaft pulley, across to the A/C pulley and down to the tension pulley. Turn the nut in the center of the tension pulley clockwise to tighten the new drive belt.
